Simmering-Cory Iowa Codification (SCIC) is a private firm that specializes in assisting local governments in Iowa with their planning and codification needs. As an almost 40-year-old company we pride ourselves on being dedicated partners for each of our clients. Our experience in the industry as well as the experience of our staff, some of whom have direct experience working for citizens in Iowa cities help give us a unique perspective to see the challenges faced by our clients whether they are a City of 15,000 or a City of 60 people.
Simmering-Cory Iowa Codification is dedicated to the success of our clients whether its through obtaining grant funds or updating their local Code of Ordinances. We currently are serving over 400 individual cities and counties in the State of Iowa. We only provide service to cities and counties in the State of Iowa and enjoy knowing that we are making a difference in the State and in each client city or county. Iowa is a great state built around 99 great counties and 900+ unique cities. Our firm can travel to your location as needed from our two offices located in Storm Lake and Clear Lake, Iowa.

Justin Yarosevich
Principal
Justin is a co-owner of Simmering-Cory Iowa Codification (SCIC) after joining the firm in 2015, following over 17 years of experience in various local government roles, including as an Assistant City Manager and City Clerk. While working in local government, Justin managed projects, developed budgets, and wrote and administered grants.
He has taken his experience in local government to help SCIC clients with their codification needs, including the updating, editing, and development of new codes. In addition to the codification work, Justin also assists clients with the grant writing and administration needs for grant programs, including:
- Community Development Block Grants (CDBG) – Water/Sewer, Community Facilities (Stormwater), Downtown Revitalization, and Housing
- FEMA Assistance to Firefighters
- COPS
- Various Iowa Department of Transportation Grant (RISE, TSIP, etc.)
- Iowa Department of Natural Resources Grants (Derelict Building, REAP)
- Various Private Foundations
Justin also works with clients on the development of and amendments to Urban Renewal Plans and conducts blight assessments of individual buildings, neighborhoods, or entire communities.
When not working on behalf of our clients, Justin enjoys baseball at all levels, spending time which his wife and two boys, and the family pets, or just reading a good book. Justin is also active in his community, currently serving as President of the High School Music Boosters, President of the Buena Vista County Community Foundation, and as a Board Member to the historical Harker House.

Jennifer Movall
Principal
Jennifer is a co-owner of Simmering-Cory Iowa Codification and is involved in all parts of the business. Following eight years of experience in local government as a City Finance Director, she entered the private sector with Simmering-Cory Iowa Codification (SCIC). As a Finance Director, Jennifer developed the City budget, managed all elements of the City’s finances, and handled grant administration for several state and federal grants, including CDBG, FEMA, and FAA. As part of the SCIC team, Jennifer works with clients to update and develop City and County Codes, writes and administers various state, federal and private grants, including:
- Community Development Block Grants (CDBG) – Water/Sewer and Community Facilities (including daycares and community facilities).
- FEMA Hazard Mitigation Grants and BRIC
- Community Catalyst Grants
- Various Iowa Department of Transportation Grants (RISE, TSIP, etc.)
- USDA Grant and Loan Program (Water/Sewer, Public Services, Public Facilities)
- Iowa Department of Agriculture and Land Stewardship Water Quality Initiative Program
- Various private foundation grants
Jennifer also works with clients on the development of and amendments to Urban Renewal Plans (TIF) and Urban Revitalization Plans. She also assists clients with financial needs, including completing state reports such as the Annual City Budget, Annual Financial Report, TIF Reports, and Road Use Tax Reports.
In her spare time, Jennifer enjoys spending time with her husband and two sons attending sporting events and school activities, helping on the family farm, and traveling. When there are no activities to attend, Jennifer enjoys reading books, spending time with friends and extended family, going for walks, and working outside on her yard and flower beds. Jennifer is active in the community as a 4-H Leader as well as volunteering on several school committees.

Alice Futrell
Senior Code Editor
Alice joined the Simmering-Cory Iowa Codification team in 2013. She came to the company after a career in higher education where she taught business classes and acted as an academic advisor.
She specializes in code development and enjoys helping cities work through the process of creating a new Code of Ordinances. She also assists cities in writing ordinances.
Alice and her husband enjoy riding bicycles and cheering for the Cyclones. They have two adult children.
